As a State Representative:

• Ben was the prime sponsor of the 1993 bill that reformed private health insurance in Florida.
• Ben was the prime sponsor of legislation that improved the Florida Medicaid system in 1996.
• While State Representative, Ben also served as:
• Deputy Majority Leader
• Chair of the Health Committee
• Chair of the Broward Legislative Delegation

As a County Commissioner:

• Ben was the only commissioner in Broward County to vote against the new voting machines in 2001 because of their lack of a paper trail.
• Ben masterminded the effort to open the Port of Ft. Lauderdale to competition, which brought millions of dollars to Broward County.

As County Mayor:

• Ben led the Broward County Delegation to China in 2006 where he secured multimillion dollar port services and tourism deals for the County.
• Ben orchestrated the cleanup of Broward County following the destruction of Hurricane Wilma with FEMA and local authorities.
